Applying to be an RCC with International Credentials

Effective August 1 , 2024: International applicants submitting a new application on or after August 1, 2024 must meet the English Language Proficiency requirements (see Eligibility page for details)


Counsellors with international credentials may be eligible for membership with BCACC, and you may begin an application for membership while you are located outside of Canada.

You may also order documentation, such as reference forms or letters of good standing, to BCACC while you are located outside of Canada. These documents must be received directly from your references or issuing organization.

However, you must reside/be living in Canada in order to finish the membership enrollment process and receive BCACC membership.

For any applications started in our system after August 1, 2023, you will have up to 2 years to complete your application for membership.

Registration Steps for International Applicants

USA Credentials

If you are applying with a master’s degree granted by an educational institution located in the USA, that institution must be accredited by one of six regional accrediting organizations:

International Credential Evaluations

Applicants using credentials granted outside of Canada and the USA must obtain a credential evaluation report.

To be eligible for membership, your credential evaluation must conclude that your credential is equivalent to a master’s degree granted in Canada.

Types of Credential Evaluation Reports

  • If you order a comprehensive report that includes a list of the coursework that was completed as part of that degree, then you will likely not have to order transcripts to our office.
  • If you order a basic credential evaluation report or have an education assessment report, you will have to upgrade your report to:
    1. a report that includes a list of completed coursework, or
    2. order official transcripts to be sent directly from your educational institution to our office, in addition to your credential evaluation report.

Credential evaluations must be sent directly from the credential evaluator to BCACC.

Transcripts, if required, must be sent directly from the educational institution to BCACC.

Translation Guidelines

Documentation for membership applications must be submitted in English. Translation must be provided by a Certified Translator in Canada.

If you order transcripts and your transcripts require translation to English, you must order your transcripts to be sent from your educational institution directly to a Certified Translator in Canada. The Certified Translator will complete their work and forward a completed translation package to BCACC.

If your supporting documentation, such as reference forms, letters of good standing, or course descriptions, requires translation to English, you must order your documents to be sent directly to a Certified Translator in Canada. The Certified Translator will complete their work and forward a completed translation package to BCACC.

Clinical Supervision

If you have received clinical supervision from clinical supervisors located outside of Canada, that clinical supervision may be considered as part of a complete application.

The clinical supervisor criteria found on the Eligibility page will be used to evaluate that clinical supervisor and the clinical supervision experience.

The clinical and colleague reference forms found on the Apply Now page must be completed by your referees and sent directly to BCACC by email to [email protected] or by mail to:

Language Proficiency
